Twinning Capacity Building for Extension & Advisory Services for IPARD in Turkey

Objectif : Since September 2011, Turkey has run its EU-type Rural Development Programme (Instrument for Pre-Accession Assistance for Rural Development, so called IPARD), supporting Turkish rural beneficiaries from EU support to the tune of 874 M € (2 billion TL),  in the period till 2016.

 
To succeed in IPARD's implementation, one of the main challenges for Turkey is to train Advisory & Extension workers who are able to provide clear information about IPARD measures.

Thanks to this Twinning project, the European Union continued to provide assistance to Turkey, helping to support preparations for the implementation of the Programme. It is started in November 2011 and run to June 2012.

At the beginning of the twinning project, a diagnosis was established to determine the existing problems and bottlenecks and to focus, during the twinning, on the ways for improvement through the training activities.

The main aspects underlined were the following:
  • lack of participation, coordination and exchange of information between all stakeholders,
  • certain reluctance to promote the inter-services cooperation between MoFAL and ARDSI at national and local levels,
  • cautious attitude of potential beneficiaries.

Support to the Croatian payment agency with respect to the IPARD pre-accession fund

Objectif : Preparing for Croatia's future membership of the European Union by establishing the Integrated Administration and Control System (CAP Pillar 1) by setting up a comprehensive management system. The overall objective of this project is to reinforce preparations of the Croatian public administration and institutions in order to ensure the implementation of the Common Agricultural Policy (CAP) when the Republic of Craotia becomes an EU member. This twinning arrangement will also support Croatia in adjusting the country's procedures for disbursing rural development assistance, completing the creation of the reporting system and assessing computer risks within its single payment agency.

Support for the implementation of Leader Measure under IPARD

Objectif : Turkey, as a candidate country to the EU will benefit from the Component V of the Pre-Accession Assistance Instrument (IPARD), to get acquainted with the implementation and management of the European's Common Agricultural Policy.
This component sets out three priority axes:
•    adaptation of the agricultural sector and implementation of EU standards,
•    preparatory actions for agri-environmental measures and Leader approach,
•    sustainable development of rural areas and the development of the rural economy.

In this scope, the Ministry of Agriculture and Rural Affairs has elaborated an IPARD Programme (2007 to 2013) in close cooperation with other public organizations, by receiving the opinions of local organizations, social, economic and environmental partners, non- governmental organizations and universities and accepted by European Commission on February 25, 2008. In this framework, the implementation of activities relating to LEADER measure is planned to get started in the second implementation phase of the programme subsequent to an intensive prior capacity-building process.
