France supports Turkey’s in Gis implementation

A bilateral cooperation program has been ongoing since 2015 in the field of Geographical Indications (GIs) between France and Turkey.

First of all, a first bilateral seminar took place in Ankara in March 2015. It aimed to share views on Gis development in France and Turkey and to assess Gis implementation state of play in Turkey. Experts from INAO, Ministry of Agriculture and IAMM were involved to speech on French experience. As a conclusion, a technical cooperation program was drafted between our two countries for 2015-2016 period.

On the 3rd and 4th of December 2015, a first technical seminar was held in Ankara on promotion and marketing tools for products protected by signs of quality and origin. Three French experts (CNAOL, AOC Noix de Grenoble and Montpellier SupAgro) took the floor during these two days to show their experience on promotion and marketing tools developed in France. One hundred Turkish participants attended this meeting, especially Turkish Patent Institute (TPI) in charge of GIs recognition procedure and Ministry of Food, Agriculture and Livestock, in charge of Gis control.

Then, an expert mission has been implemented in Ankara from 16 to 18 December 2015 to analyze gaps between Turkish and European GIs regulations. Two experts from INAO and Ministry of Agriculture were in charge of this analysis. Main recommendations was made to strengthen and clarify the role of farmers as project leaders in Gis recognition and control procedures, to establish an effective control system and to promote Gis products.

Next June, a 3-experts delegation from TPI will be hosted by INAO in Paris and in Isère French department, for a 5-days study tour focused on best practice for administrative and technical review of Gis requests to ease recognition procedures.

ADECIA coordinates this technical program in close cooperation with French Embassy in Turkey. TAIEX European funds are especially mobilized by Turkey to finance these support actions.

Longer-term assistance projects as twinning could be developed by EU in the coming months in Turkey to deepen French expertise supports. ADECIA’s successful recent experience of twinning implementation in Gis field could be an add-valued to keep promoting French expertise in Turkish context.
