Agrarian Chambers: Senegal – France cooperation

FranceAgriMer and APCA hosted in France, from the 3rd to 11th of March, 2016, a Senegalese delegation composed by 16 government and professional representatives from several production sectors. This mission was led by Mr. Tidiane Sidibe, Director of Cabinet at Governmental Secretariat for Farmers Organizations Support and Gathering (SEAMOP) and by Mr. Jean Charles Faye, Director of the National Agro-Silvo-Pastoral Development Fund (FNDASP). The objectives of the missions were to study Chambers of Agriculture’s operations and producers’ organization in France, especially in maize, rice and dairy sectors.

This mission takes place in a three study visits program on chambers of agriculture functioning in Ivory coast, Mali, and therefore in France. This program is part of an ongoing feasibility study to assess the opportunity to create Agrarian started in 2015.

As a conclusion of this study tour, French partners proposed to Senegal a technical support to strengthen Agrarian Chambers creation process. Experts from APCA and Ministry of Agriculture are available to review and comment forecast regulations and secondary laws stating Agrarian Chambers role and missions, which should be in preparation for the second half of 2016.

FNDASP also requested French expertise support on agricultural sectors organization. A formal request will be made in this regard to the French Ministry of Agriculture. Currently, UEMOA finances a technical assistance project implemented by FNDASP which aimed to structuring rice and maize sectors in Senegal. A reflection on this program follow-up is underway.
