Articles of incorporation were approved by interministerial decree on 24 July 2007 and revised by decree on 2 November 2009. They set out Adecia's objectives, missions and governance procedures. They are complemented by by-laws that specify rules for day-to-day operations.
The Agency is managed as a commercial and industrial public establishment (EPIC) under French law with a state comptroller and a public accountant appointed by the Minister of the Budget, and a government commissioner appointed by the Minister of Agriculture.
Its governing bodies are the General Assembly of members and the Board of Administration. The Chair of the Board is appointed by the Minister of Agriculture. The Director is appointed by the Board on the recommendation of the Minister of Agriculture.
The Operations Committee, an all-sector advisory committee, comprises both founding and associate members.
The Committee addresses strategic topics such as drafting proposals for the agricultural strand of the project for a Union for the Mediterranean. It also examines the Ministry's draft bilateral action programme that is managed by the Agency, and the bilateral action programmes of the Agency's other members.
